A registered voter may request an absentee ballot for any of the following reasons:
If sending your absentee ballot application or letter requesting an absentee ballot by mail or electronically through the New York State Absentee Ballot Application Portal, it must be received by the Board of Elections at least 10 days before the election. However, we suggest that you apply as early as possible.
If submitting your absentee ballot application or letter requesting an absentee ballot in person, your request must be submitted no later than the day before the election.
If you are permanently ill or physically disabled, you have the right to receive an absentee ballot for each subsequent election without further application. Simply file an absentee ballot application with the Board of Elections indicating under question one that you are requesting an absentee ballot due to "permanent illness or physical disability." You will then automatically receive an absentee ballot for every election that you are eligible to vote in until your registration is canceled.
If you are visually impaired or otherwise unable to independently cast a paper absentee ballot, you may request an accessible absentee ballot. An accessible absentee ballot may be requested using the New York State Accessible Absentee Ballot Application Portal. The request must be received by the Board of Elections no later than 15 days before the election.
Voters using the accessible absentee ballot system in need of printing services in order to print their ballot can access such services at certain public printing resources, including but not limited to, libraries, print stores, shipping stores, and office supply stores. Voters should contact their local printing resources for details on the printing services offered.
In-person voting using an accessible Ballot Marking Device (“BMD”) during early voting or on Election Day is still available to voters with a disability who do not want to vote by absentee ballot using the accessible absentee ballot system.

Voters with a disability are still be able to vote in-person using an accessible Ballot Marking Device (“BMD”), either during early voting or on Election Day.
